How do I add user into Project area from command line?

I would like to operate RTC from command line.
Are there any APIs to operate RTC from command line?
For example, Can I add user into Project area from command line?

There are two command line clients that ship with RTC 1.0, the first is
repotools which is found in the jazz/server directory and the second is
the SCM command line found in jazz/client/scmtools.

Unfortunately neither current supports adding users. However, if you have
existing users in LDAP or a tomcat users.xml file these can be imported
into RTC from the UI. See the docs that shipped with 1.0.
