Does Team Concert Support Secondary Development?

I'm using ClearQuest which is highly customized - it supports VBA/Perl programming in CQ Schema. I love this pretty much. Does Team Concert has the same functionality? Can I program to define the process?
(actually the 1st question might be, the Team Concert administration is on web only, or can be done by the client?)

In general Team Concert's process can be customized - even by users. There are basic parts with a simple UI that allow to do so.

Having said that, Team Concert's customization is different from CQ's and more limited. You can enhance RTC's process by creating client and server Eclipse plug-ins and you can extend the Work Item UI using Javascript value provider. However, complex extensions such as a general mechanism to hook up everywhere and trigger scripts are not available as of today.

WRT BuildForge, BuildForge is one of the OOTB RTC build engines, so if
you want BuildForge power/functionality, you would use the BuildForge
build engine.

WRT CQ, one goal of RTC is to provide CQ-like change management
functionality in a declarative way, i.e. without the performance hit and
maintenance burden of a large amount of scripting. But if what you want
is a generic hook-based script engine, you would continue to use CQ (and
bridge it over to RTC for task management, planning, and such).
