Help for customize role-based user list problem

I tried to create a tester attribute using role-based user list refering to the article:https://jazz.net/library/article/537
first, I create the value set "tester", role-based user list.
But later, when I create the Tester attribute, in the "add custom attribute"dialog box, the "value set" field is grayed. I could not select the created value set.(And also in the value set field, there is no the created value set "tester")
I am wondering if somewhere was wrong or forgot by me?
If someone could help me thx a lot!

check that if the type of "Tester" attribute is set to Contributor.
