Error publishing job to Insight - Failed to check DataMovem
Im trying to integrate Insight to a Project Area in RQM and Iam getting an error while publishing a job to Insight Server using Data Manager tool.
The error is: Failed to check DataMovementTask existence....The dispatcher is still initializing....
The Insight Server was restarted but I am still getting this error.
I am running Data Manager locally on Windows XP and using ratsuite108.sby.ibm.com:9081 as Insight Server.
Can you please advise why I am getting this error?
The complete error message is:

DM-RCI-0110 Data Manager RCI Interface Error (RCI_SoapFaultException - DISPATCHER_NOT_YET): Failed to check DataMovementTask existence
CCL-RCI-0002 The Soap server returned a Soap fault.
The error messages from WASP engine:
DPR-ERR-2109 The dispatcher cannot service the request at this time. The dispatcher is still initializing. Contact your administrator if this problem persists.

Seems the report server doesn't start successfully. You can check the log info in $INSIGHTDIR\AppServer\profiles\RationalReport\logs\RationalReportServer\SystemErr.log

Please confirm your reporting server has been startup completed, and you could access it successfully.
ETL data movement task will be published into Cognos reporting server. From the issue message, maybe your reporting server is still initializing or startup error.

We are able to login into http://localhost:9080/insight URL and create the folders and able to access every thing. Even http://localhost:9080/insight/servlet is showing status as running.
It is some thing else problem. Can any one has any idea?

Try to specify IP address in all URLs instead of "localhost" in Configuration manager.

The problem is that I am running Data Manager locally, so in IBM Cognos Configuration I must specify the server URI instead of localhost.
Server URI must be specified in following settins in Environment Section:
Gateway URI
Dispatcher URIs for gateway
Dispatcher URI for external applications
Content Manager URIs
