RTCLive APT_SNAPSHOT CONTRIB_ASSIGN not ret. all rows

We're using Report Studio in Rational Insight to report on RTC users team allocation percentages; We've exposed RTC CONTRIBUTOR_ASSIGNMENT table through APT_SNAPSHOT, but current users team assignments percentages don't show up in snapshot unless they're updated MANUALLY, PER USER in the RTC Admin USER UI and saved...

issue arises when running an IBM Rational Insight Report developed via

IBM Cognos 8 BI Report Studio version 8.4.1

RTC Environment:
Jazz Foundation - Jazz Team Server 1.0.0.2 iFix 4 I20100903-0816
Rational Team Concert 2.0.0.2 iFix 4 I20100903-0816

Is there a way to get this to populate correctly without manually updating each RTC users team allocation percent and saving?
