CLM 3.0.1 QM Team Member cannot create test plan

JAZZ DEVELOPER
I've created a user ID "ted" for QM and made him a member of my RQM project. I verified that he has the role of "team member". However in his WEB session, under Planning, the only option is "View Test Plans".

Using an id with administrator rights, I inspected the Application Administration <project>
and looked in the Permissions tab. Within, I inspected
Project Configuration > Details
I selected the role "Team Member" and scrolled through the settings.

There are a bunch of checked "Save ..." and "Execute..." permissions set, but nowhere does the permission "Create Test Plan", nor "Create Test Case" appear.

The tabs for the user "ted" likewise only offer the ability to view Test Cases, Test Scripts.
Create is not there.

This project was created as part of the "Create Lifecycle Projects" option and was set up along with a companion Change Management and RM project.

What template did you use to create the lifecycle project? Using the default template (Quality Professional, Analyst, and Developer) the Test Test Member role has both read/write (e.g. save) permissions on the QM project. I did a vanilla install and created 2 separate RQM projects - 1 was part of a Lifecycle project the other was plain RQM. I have users who are listed as Test Team Members (first in the Roles, contributors is Not the 1st thing) in the project and have an unlocked (permanent) floating Quality Professional license.

I would have taken the "default template" for the RQM project. I took an Agile selection in the Lifecycle project.
All I see is "View Test Plans" and "View Test Cases". I even drilled into the project properties and confirm check marks for all functions under "Saving Test Plans" as well as "Saving Test Cases".

Looks like you covered both configurations (the user is added as a member of the QM project area with the Test Team Member project role and the Test Team Member project role has both read/write (e.g. save) permissions on the QM project area).

Try:

1. Create a new user with JazzUser permissions.
2. Create a new QM project area.
3. Add the user to the new QM project area in a Test Team Member project role.
4. Log out/in RQM as the user.

Just to be certain I would double check the license type give to the user. I tried to reproduce this and what you are seeing is the behavior that I got for a Contributor license.
