Hello,

I would like to create a set of reports within RQM that incorporate data collected by a custom external tool. Is it possible to leverage external data resources (database, CSV, etc) when creating a custom report?

You'd need to purchase the Rational Insight product to collect data from
external data resource for the RQM data warehouse.
