Is there a way to create a new workspace snapshot when using the scm command line client?

Yes, using SCM Tools you can do so. For example: /opt/scm/jazz/scmtools/eclipse/scm --non-interactive create snapshot -r buildMaster -n myBackupSnapshotName myRTCStreamName
