Yes, that is possible in RTC 3.0.1 as well as all other CLM apps. These
are the rough steps:
(1) Create your drill-down report in Report Studio
(2) Create your aggregation report and define the drill-down
relationship. Use the respective option to decide if you want the
drill-down to open in a new window or the same one.
(3) Create a view to your aggregate report in Cognos Connections and
pre-select parameters, define a schedule, etc.
(4) In RTC import the view as a template
(5) In the dashboard add a Custom Report viewlet and select your report
view.

When you click on the drill-down area you will see the drill-down report
either in the same viewlet or in a new window depending on the choice
made in (2).
