How do I pre-populate work item fields from a URL?

I want to create a hyperlink from a web page to create a defect in our RTC instance. Is it possible to pre-populate fields using URL parameters?

I have the same question...
I can use the Create New Work Item url to enable users to quickly access RTC but I want specialized URLs that will set specific WI attributes base on which url/hotspot/hyperlink is selected.

I have the same question myself.  This capability to create a Defect or CQ Record using a URL name value pairs was supported in ClearQuest Web. I'll continue my search.
