RTC 3.0.1 dashboards (datawarehouse) broken w tomcat service

I followed http://publib.boulder.ibm.com/infocenter/clmhelp/v3r0m1/index.jsp?topic=/com.ibm.jazz.install.doc/topics/t_run_rqm64_win_service.html to set up tomcat as a service and it starts and runs, but the data ware house and the dashboards don't work

I see
Error] Report loading failed: Schema 'CONFIG' does not exist

It all works just fine when I start JTS from the start menu.
This is on Win 2008 server

I have the following Java options (that seems to be the most volatile part of the instructions)

-Dcatalina.base=C:\IBM\JazzTeamServer\server\tomcat
-Dcatalina.home=C:\IBM\JazzTeamServer\server\tomcat
-Djava.endorsed.dirs=C:\IBM\JazzTeamServer\server\tomcat\common\endorsed
-Djava.io.tmpdir=C:\IBM\JazzTeamServer\server\tomcat\temp
-Djava.util.logging.manager=org.apache.juli.ClassLoaderLogManager
-Djava.util.logging.config.file=C:\IBM\JazzTeamServer\server\tomcat\conf\logging.properties
-DJAZZ_HOME=file:///C:/IBM/JazzTeamServer/server/conf
-Djava.awt.headless=true
-Dorg.eclipse.emf.ecore.plugin.EcorePlugin.doNotLoadResourcesPlugin=true
-Dcom.ibm.team.repository.tempDir=%TEMP%
-Djazz.connector.sslProtocol=SSL_TLS
-Djazz.connector.algorithm=IbmX509
-Dlog4j.configuration=file:///C:/IBM/JazzTeamServer/server/conf/startup_log4j.properties

Hi Martina,

I'd check the teamserver.properties files if there are relative paths left. this is one of the major differences between running as service or not. If you run tomcat from a shell relative paths work. Also the relative paths are used by default. Which database is configured for the data warehouse?

Hi .. I have just seen this at another customer as well. Is there any update on what is the cause and of course the fix ?

you'll want to open a ticket with Rational support, so they can work
with you directly. (Optionally, you can also open a work item for it
yourself on jazz.net).

JAZZ DEVELOPER
CONFIG is one of the schemas that gets created as part of the 3.0.1 shared data warehouse. Were you able to successfully create the data warehouse DB?

JAZZ DEVELOPER
Please run the server setup wizard and make sure the data warehouse setup pages for jts, ccm and qm show a green status after testing the connection.
