Why can't create a new project area based on Cloudburst?

As shown in the attached image, I can see the Cloudburst template, but when I try to create a new project area, Cloudburst is not in the list. Any idea?

JAZZ DEVELOPER
Uncheck the "Filter by Locale" box on the Process Templates page.
The Cloudburst process template is not translated, so it does not have a locale associated with it. You must uncheck the Filter by Locale control to see templates that do not have locales.
