Server got installed will a 60 day trial license

I installed the server without initially uploading the server license activation kit and my server is running with a 60 day trial license. I went to XL downloads and downloading the Server License Activation Kit jar file and uploaded it to my server. Got a message saying:

Client Access Type 'Developer' will be deactivated. See 'Client Access Licenses Activation Keys' section for more information.

When I go to that section, this is what it says:

Rational Team Concert Standard (3-Included) Developer 3 3
3 62 -59 Deactivated (CRJAZ0969I The "Developer" client access license type has been deactivated because too many licenses have been assigned. Unassign licenses until the number of used licenses is less than the number available for this server.)

How do I get the permanent license activated from this given state?

If you want to use more than the 3 included Developer CALs, then you
need to install the 'unlocked' Developer CAL from XL. That is the CAL
you would get if you were a customer who had purchurched Developer CALs.
After downloading and installing the unlocked CAL, you will be able to
enter the number of CALs you have purchased. In your case, it would be
'59'.

I had already downloaded and installed the unlocked developer/contributer licenses. See below:

My server license is running in a trial 60 day period(as in below) so I downloaded the server activation license from XL and import it to fix this problem. When I try to import it, i get the message saying it will deactivate my developer licenses as in the original text of the posting.

It doesn't look like you have installed any unlocked Developer or
Contributor CALs. When upgrading from trial to permanent, upload all
three license keys in a row (server, unlocked Developer, unlocked
Contributor), then validate the state of your licenses (make sure
nothing is disabled), then click 'Save' to make the changes permanent.
