Get a CRJAZ1832E error when I click on the users tab.

When I click on the user tab in ccm admin:
https://servername:9443/ccm/admin#action=jazz.viewPage&id=com.ibm.team.repository.users

I get the following error... where would I go to modify this user's access?

The user configured to perform the request "https://servername:9443/jts/service/com.ibm.team.repository.service.internal.IExternalUserRegistryRestService/isExternalRegistryWriteable" on the JTS is not authorized. There may not be a functional user configured for the oauth consumer, or the functional user that is configured does not have sufficient privileges to perform the requested operation. I assume this is RTC3.

Something went wrong when installing or upgrading specifically with registering the CCM application. If this is a production machine create a PMR or a work item and make it critical and state promnent that it is a production machine.

You could have a look into the server admin pages https://<server>:<port>/jts/admin and https://<server>:<port>/ccm/admin

For JTS, can you run diagnostics. For both check the consumers and friends entries in the communications section. You could also check the logs (sever/logs at tomcat, logs in the profile for WAS).
