Use E-Mail Templates in custom Operational Advisors

When working with Project Area you can change the built-in mail templates.  Can you create your own?  And can you use those in your own Operational Advisors?

The mail templates that you configure can only be used in those particular contexts - e.g. team invitation or workitem notification. If you're implementing your own preconditions that send email, you'd have to define your own mail template support.
