RQM UrlUtility download

Hi,

I want to download the RQMUrlUtility. On the wiki page http://jazz.net/wiki/bin/view/Main/RQMURLUtility there is a download link. Unfortunatly this leads to the download page of RQM itself and I cannot find the file manually.

Does anyone know where I can download it?
