Report issue

Hoping someone may be able to help with this one .. it is a little odd.

We have a Report which we use in our Dashboards to display Risks/Issues. If there is a single risk item, it previews okay but in the Dashboard, it shows nothing. If you have 2 or more items, it looks great. So we all put a "empty" risk/issue if we only have one so that we can get it to display.

Not sure how the best way to explain the report itself is, since I have the .rtpdesign file, but it is really long.
