Receiveing notification aftrer every ctrl+s

Hi,

I have set com.ibm.team.workitem.notification.mail.fixedDelay=600 in
teamserver.properties

I expected the mail notifier will take batch of changes and aggregate them
in single notify per work item.

We have been experiencing behaviour like 20 changes within 2-3minutes as I
pressed ctrl+s 20 times.

Did I miss something?

We have been using M5a.
