Can not login to RQM Client

I installed Jazz Team Server 3.0 M8 and started the server.
Completed configuration the JTS/setup

Then I created a project area and some users with login qm/admin

But when I used the user ID login qm/web. I found I login a RTC client not a RQM client. It is so strange.

Is there any special setup for the JTS?
