How to customize Welcome page

Hi,

Product : RTC2.0.0.2

When RTC is launched first, Welcome page appears.
Is it possible to customize the page so that users can input their own tips?

If it is not possible, is there another way e.g. customize Help and make it appear when RTC is launched or etc.
