failed to link projects between RTC/RQM

i did all the steps as mention in the help but while trying to link projects between rtc and rqm i got a popup with this error message:

Failed to read friends resource:

Unable to load URL: /jazz/proxy?uri=https://wvsdev203.haifa.ibm.com:9443/jazz/friends&dojo.preventCache=1286383690927, Status: 403

Is someone know what is the problem?

Check the port numbers in the URL. If you are using RTC/RQM v2.x, you are probably running two app servers (one for RTC, one for RQM) or at least on different ports. If you are using v3, still check the port numbers.

Are RTC and RQM working for other things?
