You can access the RQM artifacts using the REST API. Details can be found at https://jazz.net/wiki/bin/view/Main/RqmApi.

In the section "Extending Rational Quality Manager" on the page https://jazz.net/wiki/bin/view/Main/RQMHome#RQM_Development_Pages, you can find utilities that use the API (including source if you want to change them).
