RQM Dashboards - Viewlet Discrepancies

I'm working to setup default dashboards for various project areas in RQM, and am noticing some differences between what you can add as a viewlet in the web interface versus what's available to use in the eclipse client.

Specifically, in the eclipse client, I want to have the "TER unblocked viewlet category"(I think?) since it is the item that represents that group of viewlets for the web interface - however, when trying to add them as a viewlet to the template they aren't selectable.

Does something need to be enabled first, or maybe they're labeled differently...?
