Server licensing error encountered

Users have complained of this error on several occasions of late.

Jazz Foundation - Jazz Team Server 1.0.0.2 iFix 1 (I20100302-1947)
Rational Quality Manager 2.0.1 iFix 1 (I20100426_1041)

When this happens the affect user has lost their floating quality manager license. An attempt to add it back appears to succeed, but when the user
page refreshes the check mark for that license is cleared.

User shows in the License Management page for the Floating Quality Manager.
Dropping, then adding the user from the FQM license makes the license indicator on the ID stick.

The -exportUsers for this user shows:
CapnCrunch@xx.ibm.com,Capn Crunch ,CapnCrunch@xx.ibm.com,,,0


No errors about this logged in catalina.out, jazz.log or rqm.log.
