why error 400 while exporting a pre-defined section, Pre Condition, in testcase through RQMExcelImporter?

I tried to export data for the RichText editor of the Pre Condition section of a Test case and I got an error 400

The "id" and "name" i used to refer the Pre Condition section is collected from the XML file of the Test case generated from RQMURLUtility.

following is the synatx which I used 

testcase.section("myns:com.ibm.rqm.planning.editor.section.testCasePreCondition","RQM-KEY-TC-PRE-COND-TITLE")="pre condition section edited"

Not getting the way to attach the xml files here, can you please provide your mail id so that i can directly mail the xml file to you.
