When I create a shared tag for a project, it is available for that project only and can be used by every one in that project.

Is there any way to make the shared tag available for all projects (globally)?

Please open an enhancement request to add support for tags with global (repository-wide) scope. It would help if you would also explain how you want to use them (and why).
