Accessing report link on web returns error

I have a user who can browse plans and etc on the web(he is a scrum master at project level) in 2.0.0.2
But when he clicks on the link at the top for Reports, he gets an error
"Your account does not belong to the groups that are authorized to access the Web UI. Please contact your server administrator."

I have had him clear cache and he is using FF3.6

Any ideas? I don't see anything strange about his account.

If I give him a URL to a report directly, it opens for him.

Which CAL does he have? Do you have other users with a similar setup who
don't have this problem?
