Unable to open a file in text editor

I am on RTC 2.0.0.2 iFix 02 installed on Windows server 2003 SP2.

The developers here are working on JavaScript files with .js extension. They use either notepad or wordpad to edit these files. A developer was trying to deliver a .js file and it prompted her for merge, she tried to do Auto-merge and RTC won't do Auto-Merge due to conflicts. To see the conflicts in the file she tried to open the file from pending Changes view, Incoming, Right click the file --> Open in Compare Editor. RTC doesn't open the file in compare editor but gives a byte number where it found conflict. It shows a button to Open file in text editor and it doesn't open the file. It doesn't throw any errors.

Has anyone noticed it with text files ? What could be the reason for this behaviour ?
