License Error even tho licenses installed. What am I missing

After migrating users from V1, I created a new project and went to add author enabled users to it. When I save the changes, I get the error: "Save Project Area" failed. Missing License.

There's nothing in the installation Roadmap about licenses so I am winging it as best I can.

When I look at the License Key Management screen, it shows the following:
Status: Permanent
Floating License: Not connected
Server: This server is not a floating license
Default License ID: com.ibm.team.rrc.author

Client Access License Types:
Rational Requirements Composer Enterprise (Unlocked) Author 3 13 -10 Activated
Rational Requirements Composer Enterprise (Unlocked) Reviewer 0 1 -1 Activated

Also, even after editing the licenses for a quantity of 50, I still get the error.

Epilog: The Jazz admin user id needs to have Author license assigned to it in order to add users to projects.
