Upload from Web Client Ignores Delivery Rules

We have a project configured such that artifacts cannot be delivered to the stream without associating a work item. This works as expected from the Eclipse client.

However, when using the new Web 2.0 interface (upload) to do this, the deliver rule seems to be ignored. In other words, a new artifact can be uploaded without specifying an associated work item.

Are we missing something? If true, this seems to be a big hole.

The deliver advisors are not hooked up in the Web UI.

Thanks! I searched through existing work items using search terms "deliver" and "upload," but didn't find this one.

We have also just found this rather large hole...

Is there a way to disable the functionality? We try and keep a fairly strict process around changing files and this allows users to easily bypass this. Any chance of getting the fix into the 2.x codebase?
