What is "Remove work item from team area"?

In project area editor, navigating "Process Configuration" -> "Team Configuration" , we can check and uncheck "Remove work item from team area".

Pleae let me know the behavior when it is checked and unchecked.

"Remove work item from team area".

Pleae let me know the behavior when it is checked and unchecked.

It is a permission setting. With this permission, you can prevent that
someone changes a work item's 'Planned For' or 'Filed Against' attribute
in a way that would move the work item to another team.

 If the workitem is still not created.
 That is, it still has no  'Planned For' or 'Filed Against' then what is the meaning of this permission?
 in other words, does this permission have some effect on a new workitem or only on an existing one?
