How can I make new work items auto-emailed to teams

1) When there is a new work item submitted against a work item category, I would like all member of a team area associated with the category to receive an e-mail about this new work item. How can I configure that?
2) I would like certain users to be registered to receive an email any time ANY new work item is submitted against a project. How can I configure that?
