Personal Build is Prerequisite action before the deliver

Is it possible to configure a prerequisite action like below.

When I deliver the change set from Repo.WS to the stream, the personal build on that Repository.WS is called automatically and if it fails, the deliver is not cancelled. IF success the deliver is completed.

Is it possible??
