Hi,

Is there a way to configure ELM so that when a new component is created in a stream, its default visibility is set to Team Private?

I don't know of such a setting, that does not mean it does not exist.

You could

Use a component advisor to prevent saving if the user forgot. Example: https://rsjazz.wordpress.com/2017/02/09/a-component-naming-convention-advisor/
Use a follow up action to do this change after the save. The code is very similar to the advisor.
