how to deliver a new file

I import a new file in Package Explore view.The file stauts is shared,local.The other file is yellow indication.
Refreshing button don't display change in Pending Changes View.
how to deliver a new file in this status?

Is your eclipse workspace on the same drive as your team concert
installation?
