In MTP-CTP scenario, when the MTP is in approved state able to modify its structure

I have MTP-CTP scenario going on in RQM , now when the MTP is in approved state :

MTP - Master Test plan

CTP - Child Test plan

1) I'm able to change the state of the CTP.

2) I'm able to add another CTP (changing the structure of the MTP without approval)

3) Can we change the behavior ?
