how to hide custom toolbar buttons for a particular project area

 I've successfully added a button to the toolbar of an RTC work item.

Is there a way to selectively hide the custom toolbar button for certain project areas in RTC?
If possible, could you kindly share code snippets or step-by-step guidance on achieving the mentioned functionality?

No, to my knowledge there is no mechanism to hide UI parts based on project areas. There is also no place to configure something like this. 

If you add custom stuff and want to configure custom behavior for it, you have to come up with the custom behavior yourself. If a UI element lives in a work item editor presentation, it will be able to access the work items data somehow and could then decide to show or not.
