I have a project area where i have configured Prevent editing as precondition to a Task workitem. i need to allow user to add comments even when Prevent editing is configured. 

Any leads on this, how can i achieve this?

 Prevent editing prevents editing. No exceptions. You would have to create your own precondition that prevents editing except adding a comment.
