Missing HTML-Taggs for descriptionHTML in Rhapsody API

I have tried to access the HTML representation of description field for a Rhapsody (9.0.1) model element via the COM API using Visual Basic. The returned string does not include the html taggs, only plan text.

Is this an expected response or bug?
