I wanted to know how to avoid row heading repetition in IBM RPE (DNG)

You mean table in the rich text of DNG artifact? If yes, it will not be repeated unless the XHTML contains <thead> element. If you have the Table element inserted in RPE template, you can set "Row repeat at page beginning" and "Once per table" properties for the Row (available in Properties->Specific view).

I have given the both the properties mentioned as true still the heading repetition is observed
