When to use PUB-7.0.2 vs PUB-offering-repo-7.0.2
1. I downloaded both PUB-7.0.2.zip and PUB-offering-repo-7.0.2.zip.
2. The unzip of PUB-7.0.2.zip shows a diskTag.inf file which can be added as a repository in Installation Manager with path of ...\PUB-7.0.2\PUB\disk1\diskTag.inf
3. The unzip of PUB-offering-repo-7.0.2.zip shows the repository.config file which can be added as a repository in Installation Manager with path of ...\PUB-offering-repo-7.0.2\im\repo\rpeng-offering\offering-repo\repository.config
4. When should diskTag.inf be used? When should repository.config be used? Does it matter?

It is enough if you download only PUB-7.0.2.zip from jazz.net, extract it and add ...\PUB-7.0.2\PUB\disk1\diskTag.inf
This includes both packages - Publishing (Launcher+Document Studio+DOORS Family Addin) as well as Publishing Document Builder.
...\rpeng-offering\offering-repo\repository.config is the repository for only rpeng (Publishing Document Builder). This will be redundant if you are downloading PUB-7.0.2.zip.
