 From PUB, clicking Help, Help Contents, PUB responds with a 

Network Help Unavailable

also tried 
I'm looking for how to get the help menu in PUB to pull up the online help.
I found the Window>Preferences>Help>Content
Under Help, Remote Assistance, have entered the above URLs and clicked Test Connection.
Response is Connection Failed.

ELM documentation has been updated to a new structure. The link for PUB documentation can be found at https://www.ibm.com/docs/en/elo-p/7.0.2 and in the left corner, you can select version of interest.

Seems like the issue is same as what is reported in https://jazz.net/jazz04/resource/itemName/com.ibm.team.workitem.WorkItem/73152

Can you check if the workaround from https://jazz.net/library/article/95525 resolves the issue?
