How to get the relative path name of the file, if I have IcomponentHandle and file UUID.

My understanding is that you need the repository workspace as well. The question has been asked and answered here several times if I am not mistaken.

As Ralph mentioned, you need to have a context which could be repository workspace, stream or baseline.
