extracting RQM test data for the purpose of importing to another system

We are currently on a 5.02 version of RQM - we will be moving to 6.06 or 6.0.6.1 - however this will be on a completely new environment.  There is no option to drop the dbs on one side and restore on the other, so I'm looking for possible options of being able to extract the data from RQM so that it can be imported into the new system.

I've considered a extract.tar file but I don't believe that will work as the new area will be a higher version.
There will be no connectivity between old and new so using the command line copy utility is not an option either.

Why are you unable to get a back up of the DB? That would be the easiest way.

If you can get a backup and restore into the new DB server then that will be fastest, but the process is still the same:
 - get your data from the old system, either by backup or by extract.tar
 - install version 5.0.2 on the new system
 - restore or import the data
 - upgrade it to 6.0.6.1 after you've imported the data

You could also upgrade the old system and then export the data
