Where are the User Manual/Help files for RRC Server?

I want to learn more about how to set up Users, assign them permissions/licenses, find log files, back up the repository, and everything else about RRC Server, but I find no User Manual or useful Help anywhere, on the Jazz.Net WWW pages or in the Server itself.

Please recommend sources.

The information center is on-line. The release notes are part of it, so if you have installed RRC 2.0 beta 2 and click on the release note icon in the Windows start menu, it will open the information center in a browser.
