Where is Complexity Attribute for a Plan in RTC? OR How to set a complexity attribute in a Plan under RTC?

I am unable to see exact progress bars for each of my Work Item under a Plan. So, I want to know if by doing some settings like changing complexity attributes I can get the progress bars for all my tasks, defects, work requests, etc . as these cannot have story points..
