How to link git issue comment to a work item comments?

I've successfully to configure the GHE integration with commit comment, i.e. if I specify the work item id in the commit comment, it will be linked.

Now I am trying to link the issue comments to RTC work item comment but got the following exception. Wonder anything I missed in the configuration? Please advice. thanks.

CRRTC8814E: You are not authorized to perform that Git operation.
