How to make "Links" Mandatory before saving a work item in In "Progress state"

 Hi Team,

 My scenario is that make Links mandatory before saving work item in particular state ex(In Progress).
 Is there any way to achieve this without going for custom extension(Work item save advisor)

I don't know a way to do that without creating an advisor.
