It is not clear which version of RQM you are after.
Here is the general link from which you can select a version and go to all download

https://jazz.net/downloads/rational-quality-manager

You may also go to your company's PassportAdvantage site to download RQM.

For RFT, it is no longer an IBM product now so I am not sure where the download site may be.
You can ask in RFT forum first:

Or talk to RFT support team if you are entitled to.
