I am not aware of a way to do this from the application perspective.  What I have done and seen others do is just bookmark their personal dashboard and any other pages that they want to reach quickly.   You will be prompted to login of course but will be at your personal dashboard with a bookmark.

Can you upload a screenshot? I don't understand what you mean by "...start page to my personal dashboard page"?

Well, the first page that's displayed for me after I've logged into RTC web application is one of my assigned projects -- the "cm" project at my company.  I'm referring to that first page as the "start page".  And instead of that "cm" project page being the first page I get, I would prefer that the first page displayed after I log in be my personal dashboard.
